Following Russia’s illegal invasion of Ukraine, I was proud to see Australia join the US, Canada, France, Germany, the UK, Japan and others in freezing roughly $300 billion in Russian central bank assets. Unfortunately, as the invasion nears its second year, it is clear that more needs to be done both to support Ukraine and punish Russia.
Many countries are now taking concrete steps towards passing legislation that will allow the disbursement of frozen Russian funds to aid Ukrainians. In the US, there is the REPO act, which does just that and has already passed the committee stage in the US House. A parallel bill is making its way through the Senate. In Canada, the second reading of S-278 is in progress. In Europe, Estonia is set to be the first to pass a law to allow frozen Russian funds to be sent to aid Ukrainians. On October 27, 2023, Ursula von der Leyen stated that the European Commission is also working on using the profits derived from frozen Russian state assets to help Ukraine.
Australia has been a friend to Ukraine in its hour of greatest need. We should join our allies around the world in passing legislation that would repurpose Russian assets frozen in Australia. As a voter from your division I ask that you look into this matter, and would greatly appreciate a response.
